NIPUN Bharat Mission (2024): An Amazing Initiative in Education

The Government of India has come up with an innovative initiative called “NIPUN Bharat Mission” where Education leads to positive externalities, and therefore the quality of education imparted is important, especially during the formative years. In India, a significant number of students are not able to read, write, and understand up to class 5th.

Of course No, that’s why the Government of India has come up with a new Scheme – that is “NIPUN Bharat Mission“. NIPUN stands for National Initiative For Proficiency In Reading With Understanding And Numeracy. It is a part of the National Education Policy (NEP) 2020 and implemented by the Department of School Education and Literacy.

It was launched by the Ministry of Education, Government of India on 5th July 2021. The credit for starting Nipun Bharat scheme goes to former Education Minister Shri Ramesh Pokhriyal.

For an effective implementation, a five-tier implementation mechanism will be set up at the National, State, District, Block level, and Schools in all states and Union Territories, under the aegis of the centrally sponsored scheme of Samagra Shiksha.

Why NIPUN Bharat mission?: To pave the way for transformational reforms in the School and Higher Education system. Every child by 2026-27 at the age of 11 or Grade III, should be able to read with meaning and have a clear sense of Proficiency in numbers as well as life skills.

Through the NIPUN Bharat Mission, knowledge of foundational literacy and numeracy will be imparted to the students of up to class 3 to class 6. Due to this, their basic education will be strengthened. Both government and non-government schools will get the benefits of this Nipun Bharat mission.

Being literate means that they have the ability through which students can be able to read, write, speak, and interpret, and acquire the ability to use fundamental numerical methods and analysis to solve day-to-day problems. Based on this basic literacy and numeracy, a student can take any education in the future.

Vision of Nipun Bharat Mission :

Ensure Universal Foundational Literacy and Numeracy by 2026-27, so that every child achieves the desired learning competencies in reading, writing, and numeracy at the end of Grades III and V.

As per NEP 2020, the highest priority of the education system is to be achieved by universal foundational literacy and numeracy in primary school by 2025.

  • Nipun Bharat will be organized on the National Level.
  • The Department of Education and Literacy will be responsible for its management.
  • The entire ARP will convey the main points of the workshop to all the teachers in each department.
  • Data-based monitoring of the school will be done through the Nipun Bharat Monitoring Centre.
  • In Workshop team-building activities will be conducted to build teams among BEO and ARP.
  • Students will be given tasks like preparing a learning matrix by making learning gap assessments and learning strategy documents.

  • Nipun Bharat will be organised on State Level
  • The School department will be responsible for the proper operation and for proper functioning, a State Repairing committee will be constituted.
  • The work of this state level will be headed by the state Secretary.
  • Safe conduct of Teacher meetings will be held.
  • NIPUN Lakshya app will measure the progress of each child.
  • Nipun’s academic strategy will be implemented in the classrooms using the guide.

  • Nipun Bharat will be organized at the District Level.
  • It will be run by the Deputy Magistrate and Deputy Commissioner.
  • To prepare the Nipun Bharat Scheme at the District level, members of the District Education officer committee and district officer of health will be appointed.
  • Skillful communication will be used by each teacher.

  • Nipun Bharat will be organized on the Block Level.
  • An action plan will be prepared by dividing Blocks in a 100% School into competent, medium, and struggling categories.
  • During the collaborative supervision, teamwork will be organized between HM and Teachers.
  • This mission will be conducted by the Education Officer and Block Resources Person at the Block cluster level.

  • The School management committee, Teachers, and Parent’s participation will organize this on the School Level.

The Central Board of Secondary Education (CBSE) has adopted Nipun Bharat Mission and has issued guidelines for its implementation in its affiliated schools. The CBSE has instructed its schools to conduct a baseline assessment of the student’s learning levels and prepare an action plan for improving their foundational skills.
